HISTORY OF THE MANHATTAN WASTEWATER TREATMENT PLANT AND SEWER RATES
> Late 1990's State mandate to upgrade lagoons (Manhattan not meeting discharge permit requirements )
>2000-04 Planning for upgrade of lagoons or wastewater treatment plant
> 2004 Decision to go with Wastewater Treatment Plant versus Lagoon System
---- Council chose the Treatment Plant option for several reasons. Two very important reasons were the adaptability of a treatment plant to adjust to the present and upcoming testing regulations and the ability to expand if more capacity was needed.
----The size of the plant was determined by a twenty year history of the population in Manhattan, not by the prospect of new subdivisions. 
> 2004-06 Proceeded with engineering plan, and acquired funding
----The Treatment Plant was funded by grants in the amount of $2,737,500 and DNRC Revenue Bonds in the amount of $5,487,000. 
> 2006 Council passed a Resolution to raise the Sewer rates to $83 in January 2010 to secure the Revenue Bonds in the event that no new users or impact fees arrive at the levels and time anticipated.
---- Bond principal payment not due until July 2010 
> 2006-2008 Sewer transmission system updated to prevent inflow and infiltration of ground water into the sewer collection system.
> 2008 Completion of the Treatment Plant
> 2008 Downturn in the economy
> 2009 Fine tuning the operations of the Wastewater Plant and learning the capabilities of the plant ---- Plant has more capacity than anticipated
---- Testing requirements are more than expected 
> 2010 rate increase from a $45.20 to $61.20 in January
> 2010 principal payment extended to July 2012
> 2011 Negotiated with the Department of Natural Resources and Conservation for lower interest rate, refinance and lower bond reserve requirements
---- Reduced loans therefore reduced rate increase from more than $83 flat rate to a base rate for a ¾" water meter of $63.40 plus $2.54 per thousand gallons of water used during the no irrigation months of November- March.
>Resolution 11-008-Adopted Public Meeting/Hearing, August 11, 2011. All customers were notified by mail and the notice was published in the Bozeman Daily Chronicle, information was on the Town Website and posted in the Post Office.
